California has just enacted Assembly Bill 1263, a significant update to state firearm laws that reshapes how firearm accessories, parts, and manufacturing tools are sold and delivered to residents. The law brings new rules for both buyers and sellers.
Under AB 1263, the definition of a “firearm accessory” has been broadened in relevant part to include devices and parts such as triggers, charging handles, and similar components.
For sellers, the sale of any such accessory to a California resident will trigger new verification and shipping requirements after January 1, 2026. In particular, sellers must:
- Provide a clear notice explaining that certain conduct (such as unlicensed firearm manufacturing) is a crime;
- Verify the buyer’s age (18+ with valid ID) and address; and
- Ensure shipments are labeled and delivered only to the verified address with an adult signature.
A separate recently-enacted law, California Assembly Bill 704, requires all firearm barrel sales to transfer through licensed federal firearm dealers; however, that does not take effect until July 1, 2027.
